Business owners in the nation's capital are reacting with guarded optimism after Prime Minister Mark Carney announced he plans to drop most of Canada's retaliatory tariffs on U.S. goods starting September.

The change will go into effect on Sept. 1, Carney added, saying he believes Canada has the best trade deal out of all of the countries working with the U.S.
