It is hard to look at the heartbreak of the disaster in Texas. In Colorado past flash floods have brought similar heartache and similar threats.

More rain will hit Texas this weekend, with localized amounts as high as 8 inches, only a week after the region was inundated with flash floods. National Weather Service (NWS) meteorologists issued widespread flood watches across the Lonestar State on Friday, warning of additional heavy rainfall that could cause further flooding.

Weather warnings predicted devastation from both the Texas floods and Hurricane Helene. But in both disasters, people were left in harm’s way.

Officials in Kerr County, where the majority of the deaths from the July 4 flash floods occurred, have yet to detail what actions they took in the early hours of the disaster.

Some governors and mayors are concerned over how current or potential cuts to agencies will impact how the government can respond in the future to major weather events.

"A lot of the weather forecast offices now are not operating at full complement of staff," said the former lead of NOAA.

With hundreds confirmed dead or still missing, questions remain about the local response to flood warnings. Meanwhile, lawmakers will weigh measures to mitigate future disasters.
