While much of the day Wednesday will be dry, major changes are heading to Northern California, bringing rain, wind and heavy snow that will lead to whiteout conditions in the Sierra.

The project will emphasize forest health, fuel reduction, and reforestation, including reducing the number of trees to a level the area can sustain.
