Charter Communications has deemed a June 15 attack on its communications network in Van Nuys an act of domestic terrorism, “based on the nature of the fiber cuts, extent of damage and makeup of impacted customers.” But the Los Angeles Police Department called it vandalism.

Thirteen cables were severed in the June 15 incident, cutting service to a U.S. military base, 911 and other emergency dispatch centers, fire and police departments and healthcare facilities.

Leading pay-TV and broadband provider Charter Communications says its internal probe into a June 15 attack on its network in Van Nuys, CA has determined it was “an act of domestic terrorism.” Citing “the nature of the fiber cuts,
